The most basic option is any pc with a shared (SMB) folder that is powered.
There are quite a few NAS specific distros for a better solution of course :p


That said, for the security camera without any other write options you could perhaps try a sd card with wifi, and connect that to a raspberry pi zero or something. However, wifi sd cards generally aren't cheap and might not even be fast enough for video writes without framedrops
