Guy is actually Kouichirou Soutome
In late 2000s and early 2010s, some anons on 2chan and some other Japanese board sites had a meme where they'd get a random image of a guy and have the text underneath saying it was kakifly.
This one specific image got more attention than others. Some didn't know it was a joke and took it seriously. They'd repost elsewhere and it eventually lead to manga/anime info sites using the image to say this kakifly. Which led even more people to believe it was kakifly
