Because they confuse contextual success with the IP being inherently valuable. The Indiana Jones movies being huge successes when you had prime Spielberg and Lucas and Harrison Ford coming off of Star Wars doesn't mean Indiana Jones the character is always going to be some huge thing or that different iterations being marketed to different audiences will be equally successful. But they reduce it to "this made money before so it will make money again" because they don't want to account for all the other variables they can't reproduce
