I can understand them not attacking, since it would be counter-intuitive to their plan if they actually killed off the other participants before the game could reach the culmination. Instead, they just say vaguely menacing things, and bait them along - Prometheus even drops a "not now, later" type thing in one conversation.
Likewise, Albert would be in trouble if they actually decided to not get repaired, or died since he would be down a fuckton of negative energy he used to awaken Ouroborus.
