They absolutely do. AT-mines (which weren't banned) are already a pain in the ass to deal with. Anti-personnel mines are an even bigger pain in the ass to deal with. Combine the both in a mine field and you have the ultimate pain in the ass.

Keep in mind, Russia never signed the treaty and they are using AP-mines in Ukraine RIGHT NOW. Finland not using AP-mines is just giving ourself a handicap for some false sense of 'morality'. In addition the problems from using AP-mines stem from using them indiscriminately. Even though people ITT keep saying "mine the border" I'll be the party killer and say that won't happen, it's not their use-case.
