I could argue with that. I definitely haven't seen everything in Skyrim but exploring is just boring already. Unfortunately most of what you find is just a variation of what you've already seen if not a one-to-one copy. Every cave looks like every other cave with very few exceptions. Morrowind mods don't have this problem, Tamriel Rebuilt tries very hard for each dungeon to be somewhat unique, besides environments there are way more interesting. Fallout also doesn't have this problem because of the difference in setting, there you just have a lot more assets and different kinds of locations that you can find
