That was a stupid manga change. The novel had everything described in a much shorter section which could have been expanded, but he only covered her up after taking it all off and noticed he was looking at a naked girl. He didn't stop to put a blindfold on and start cutting her clothes then.
It it wanted a change, make him spend more time looking.
