Because I'm in a car I imagine, cars are the only place where you are forced out to third person for screenshots.
Maybe it's because the game thinks this is just normal driving and I'm not in a scene anymore while being driven by Jackie.

Someone said he paid the patreon of the guy who has the free camera mode that lets you take screenshots of third person scenes and shit, but he never shared the thing so I'm just using that mod and the default in-game Photo Mode.
