If he were to acknowledge what he did wrong and admit it, instead of lying about it, I would reward his truthfulness in some way.
If he lies about it and tries to shift blame either to someone or completely feign ignorance and that the damage just "happened", there would be no new TV.
We'd find him some light work to do, so that he could buy a new one, he would pay from his own pocket. He would learn that breaking it would hurt even more when you worked hard for it. It's easy to break other people's belongings if there are no consequences. If you break your own things in a fit of rage, you pay the price by not having them anymore, suffering from their absence.

What I would strive to teach a child is that nothing in this world is worth getting mad over, you are in control of your reaction to things that would otherwise make you angry. Some mild impulsive cursing and cussing with a smile on your face is fine, but anything physical and truly rage induced is just subhuman behaviour.
