Neos are slightly better on offense because they can space better and match up slightly better vs copters, which often shut down Medium Tanks. Yeah, you're not building Neos for the purpose of attacking a copter, but if a copter is chipped down to 8 or 7 and your neo has no other targets, it's perfectly viable to hit it with a fresh Neo. Neos can also oneshot normal tanks on plains, as well as oneshot infantry on cities with 1 com tower + CO power.

That said yes, Mediums are typically better just because you can get Medium + Normal tank for the price of Neo + Inf. It really depends on map though, neos almost never see any use on maps below 18-20k income. Mediums absolutely love sitting in the middle of the map eating up stray units, while Neos force you to actively make use of them as soon as they're built or the money is wasted. Despite having less movement, I always feel more flexible with my medium tanks even if the allure of neos is there. In the end it's map dependent especially with terrain. If a mix of forest tiles slows down mediums multiple tiles over several turns relative to normal tanks, I might flood tanks until I can afford a neo, or just focus more on triangle units instead of teching.

Megas are like you said, a meme, but they actually trade incredibly well vs anything that's not a bomber...for the first hit. Even getting first struck by a Neo is gold-positive for the mega...but only if the mega is at full health beforehand. They get absolutely fucked by indirects, bombers, swarm attacks, even infantry draining its ammo. And since you just sunk 28k into that mega, you won't be able to afford any supporting units for it.
