Yeah I noticed this at release and the stupid meme stayed around. Reviewers who liked COD played FF13 and were shocked that they had to invest in a long-form narrative RPG to get anything out of it, so they just called it bad and moved on.

It's a game about fugitives on the run in a hyper-advanced scifi theocracy that is fattening up the populace for a mass extinction event. Of course the exploration is back-ended to after they get to Pulse and there's only wilderness. That's what provides the narrative payoff.
