The Tank Toppers didn't have first-hand knowledge either, and pinning the ensuing destruction of the fragments on Saitama was just something Tank Top Black Hole did to turn the mob against him, who were easily swayed towards going along because those fucking baldies were still extremely upset about losing their houses and gladly took Saitama as a scapegoat.
It's safe to assume that most people would've been fleeing towards a shelter so hardly anyone would've actually seen Saitama destroy it, so public perception would've been that Saitama participated to some degree and got a lot of (underserved) credit for something that was obviously really done by Metal Knight and that Genos newcomer, because how the fuck would a mere C-class ever be able to make a difference there?
