>There are characters who never made it onto the screen at all, and others who died in the show but still live in the books… so if nothing else, the readers will learn what happened to Jeyne Poole, Lady Stoneheart, Penny and her pig, Skahaz Shavepate, Arianne Martell, Darkstar, Victarion Greyjoy, Ser Garlan the Gallant, Aegon VI, and a myriad of other characters both great and small that viewers of the show never had the chance to meet.

Russians leave their dead largely in the field, they don't care about meat grinder losses. As others have pointed out there's also some contractual obligations, Russia pays big to convince its population to come to military service. But it's also usually with the stipulation that they get paid after or their family gets paid if they are KIA.
Thus if they are confirmed KIA, Russia has to pay. Russian elite don't want to actually pay, they want to save costs and don't care.
