The tl;dr
>First reset your board by removing members with trust and rival links from the syndicate.
>Choose 4 syndicate members spread over two houses, 2 each.
>Stuff the remaining 10 syndicates into each of the two remaining houses.
>DO NOT run a house yet.
>Keep executing until you build up a relatively large number of trusted and rival links.
>Links should only go between '5's and '2's. Not from '5's to other '5's or from '2's to other '2's. Pic related.
>Once you've achieved this, you can jail '5's that appear to protect '2' encounters for intel.
>When you run a '2' safe, the ejected member will immediately reappear in the same safe as before.
