Well Toyo isn't making a new manga. That was a mistranslation. He made a rough One Shot with Torishima acting as editor in a sort of roleplay as if it were Toyo's first ever manga.
Also there is still Dragon Ball SD, which is kinda like DBZ Kai and Abridged combined.
