In that same arc, Vegeta had to aim his Final Flash at a certain angle to avoid destroying the Earth. And of course, Gohan passes them in every way possible, so I'm not doubting that he can destroy a planet.
Using Newtonian physics to justify AP doesn't work. Toriyama didn't have fucking physics in mind in justifying why Gohan's blast didn't destroy the Earth. The justification was that the story must continue. AP is just a dumb attempt by powerscalers to try and explain shit that the author themselves would handwave for the sake of plot convenience.
