It's also why all of the normal MHA population fellates Bakugo despite Bakugo belonging in juvie for almost all of MHA's runtime if he was treated as a real person and not a gag character who escaped a gag manga.
Bakugo is attractive and isn't a weird pervert while having a confident and loud personality he's popular in the manga and in real life so he gets a pass on all his behaviour. Deku being a male also means anything that happens to him doesn't matter because males are less than human in the current culture.

Although saying that, if Deku was female Bakugo would still get a pass as long as Hori didn't do any gags or moments that could be considered sexual from Bakugo because being a weird pervert is like being a Nazi to these people.
