This card (and its SSR version of course) seems good for late-surgers, a lot of mobility skills.

You probably want to combine this with "Late-Surger Savvy" which the following cards also have:

>Agnes Tachyon (R and SR)
>Mejiro Dober (R and SR)

And don't forget to invest in some WIT too since apparently it helps maneuverability.
