I think there is a chance it might have been an intentional choice because Penmon and Blucomon are best buddies in their lore. And Skadimon looks like a magical girl and Hexablaumon is a sorcery for Witchelny and both are part of that girls Liberator deck. They just dont care about penguins.

I would happy with more penguin ice bird lines though. My headcanon right now is Penmon>Swanmon/Orcamon>Tempomon/Daipenmon>Daipenmon>FrosVelgmon

I like him for Rinkmon because he slides on his belly which is the closest thing to an ice skater after Rinkmon and Skadimon. And Rukamon but none of these are birds. Maybe Mailbirdramon ns Peacockmon and FrosVelgmon because blue birds
