like any state run commie housing. the residents have no pride in home ownership, they don't maintain anything.
I remember the bong who visited his parents in Hong Kong. The light bulb was burned out, in the elevator. He didn't think much of it, the buttons were dimly lit, so he could find them in the otherwise pitch black box... 3 years later he visited again and the light still did not work in the elevator. the elevator car screeched and shook and made lots of noise. He asked his parents about the elevator, and they said, yes we filed with the officials to have it repaired. he knew the light bulb had been out 3 years prior and it dawned on him that it might have been out all this time, not that it had burned out again. He examined the light, went to the store and purchased a 2pack of light bulbs. went back to their commie housing and replaced the bulb.
He didn't want his mum to be bringing groceries up in a dark elevator. They had filed the request about the light over 5 years ago.
The 2pack of bulbs was 99 cents.
after he replaced the bulb, he mopped, and cleaned the disgusting elevator, swept the common area, and hallway applicable where his mum had to travel. Then went back and visited with his parents. soon there was a commotion in the building, phones were ringing, people cheering telling each other the good news. President Xi had fixed the light in the elevator. He didn't correct them.

Long story short, nobody was willing to invest 50cents in a building that belonged to the state, even though they lived there. He couldn't do anything about the other problems with the elevator's lack of maintenance.

In the US they had what was called "The projects" housing in the urban areas owned by the government, most of them have been demolished. Replaced with privately owned low cost housing apartments. The residents can at least try to hold the owner accountable.
