Echoes is based on Gaiden, which for some reason has 20-40 avoid tiles everywhere, and very little means to improve hit chance, being an early game. Echoes itself introduced a few methods for improving hit including support bonuses but, overall, it isn't enough and you will whiff constantly. That's why it also introduced turnwheel retardation which we're still dealing with today.
