Russia's entire foreign-policy since the 80's has been to buy the Germans off. Because without Germany, there is no EU. Russia has been calling for a Europe from Lisbon to Vladivostok for 40 years. That's the only way it can protect itself from China and America.
It's also why Russia has been extremely hesitant to come to any kind of deal with China. And why America still believes we can weaken Russia to the point it becomes so fearful of becoming subordinated to China that it will come to terms with America.
