Yeah I suspect they were using Willow to 'test' him and suss out whether he would be a better sacrifice than the missing girl after he arrived. They knew he was a fool from the mainland arriving with the force of the law, coming of his own accord. The way Rowan pops out of the cave and hugs Summerisle near the end makes it seem like she was relieved - like they found a better candidate to be the virgin.
