I know this may come as a surprise to some anons but you dont actually need to follow the trainer archetype of Ash/Red all the time. You do not need to have Grass, Fire, Water Pokemon every playthrough. It isnt a shortcoming of a game that there is lower distributions of a single type of Pokemon in some version. Because you are supposed to learn how to play the game and pick up some of the other few dozen types to take on the gyms with. Hell, you dont even need to super effect the gym leader. Just have a decently leveled team at that point and anything works. People beat these games with wurmples and shit. If Flannery really makes you shit your pants then why didnt you pick up a Geodude or something earlier in the game? Back in my day we didnt bitch about Whitney, we just traded for the Machop at the department store and muscled through.
