I really think you vastly overestimate how compelling the caves are.
OoT doesn't have any caves either and it's like inarguably the best Zelda.
Not to mention BotW already hits on the underground exploration with the shrines, I never really found myself thinking "wow this is great but it could really do with some more caves :/" when I was already spending half of the playthrough in a damp underground space with no natural light sources.
