More likely is that the list contains the names of not just U.S. Senators but politicians across the globe and releasing the list would be akin to declaring war on every country on earth while simultaneously starting a revolution in America. But also he himself is probably on the list and never actually thought the possibility of it being released was important.

Or the best conspiracy of all being there is no conspiracy and they're genuinely trying to protect the victims of the entire thing. Very unlikely.
