Giovanni being first ever Villain with capital V is so mary-sued by all games and anime that picking anyone else is just plain stupid, and since you aren't bound by his mindset you have basically an endless possibilities, esp with all tech his done. (And also M2 cannot exist without him and world without that edgy psychic jobber is much more bland and boring)
