Most of these base MSRP-tier 5070 Ti card dimensions are limited to NVIDIA's SFF-Ready specs.
There's no real winner between Gigabyte Windforce SFF, PNY, and MSI Shadow.
PNY has a decent cooler on paper, but some people reported rattling/annoying fans.

Gigabyte's thermal gel wasn't reliably applied, they can slip out if you vertically mount the card (more info in >>105715058)
MSI Shadow feels a bit bad to buy for what you're getting (fans running at 2500 RPM, baseline maximum power limit).

You can try setting custom fan curves and applying an undervolt + lower power limit to help the Shadow run quieter.
Some MSI Ventus/Shadow owners are happy after this adjustment (including few from pcbg).
