that's part of it but is far the whole story a rational.
a capitalist politician who was was not deluded with liberal/"progressive" dogma ( or worried about being criticised by journalists who were would have realised 30 or 40 years ago that there is a bug difference in how different immigrant groups benefit or detriment the economy
so even if a politician only cared about improving basic, objectively measurable things like productivity, tax revenues, reducing crime, it was obvious for multiple decades that importing low skill immigrants from africa and muslim countries would be much worse than having an immigration policy targeting filipinos, viets and other east asians,
However British politicians and civil servants have been unwilling to do this for decades because of ideology. They either believe in blank slate liberalism where all groups are the same and interchangeable as long as they're brought up in the same country. Or they believe that any kind of national discrimination like that is racist and being racist is the single greatest evil possible. Or they believe that borders should be open and any human who wants to come to Britain should be allowed to . Or even if the politicians don't believe any of these things , they're afraid of being criticised by the British journalists who do and will attack them if they do what is in Britain;s best interests at the expense of african/muslim immigrants.
So no, even if multinationals just want immigrants , the obvious productivity, GDP boosting thing for decades has been to open the flood gates to east asia and south east asia not africa and muslim shitholes like pakistan and afghanistan.
MENA + africa are just the least productive, most drain on the taxes and lowest productivity immigrants.
