Radiata Stories, a PS2 game from 2005 (i.e. even before the first Rune Factory) had a fully realized town where every single one of the over a hundred NPCs had a fully realized schedule where they wander around town throughout the day and typically had unique things to say depending on the part of the day you approach them. Hell, the "eye-candy" or waifu type characters get extra special love compared to the rest because they change clothes come night time. After wearing work clothes/armor throughout the day, come evening, you'll see them into much more comfortable home clothes.
Pic related, girl wears tight fitting warrior-monk clothes throughout the day. In the morning she does temple duties and training. Come the afternoon, she literally runs around town chasing after her eccentric master. And evening, you see her put on some nerd glasses, a much more loose and comfy dress and just hang out in the streets, singing and basking the night away.
I don't think tri-ace was an AAA studio, but 20 years later and I haven't seen any other game where the town and NPCs in it had as much handcrafted life and personality as Radiata.
It's a real shame that even modern RF games can't manage the level of town simulation/immersion that Radiata had despite only having an iota of it's total cast size.
