They still are, actually, any plantlife seems to be. Removing Blight revitalizes the land and allows it to produce more runes, always the problem was humans taking more than they should and not giving back by nurturing land. This game is hollow and undercooked. The new and improved graphic and combat doesn't nearly justify all the stuff taken away from previous entries. How social interaction seems like an improvement at first, but also it's all repetitive as fuck, and there's just an utter lack of dialogue variations in just about every interaction choices. 3,4 (and hell, even 5 didn't fuck this part up) had context based dialogues based on where you found the NPCs at. Approach someone at their home, and depending on how close you are with them, they can vary on how welcoming they act. Talk to them while they're chatting with someone, and the other person they're talking to will barge in the conversation as well. There's a lot of situational variations and it will always make sense given where that NPC is at the moment.

In Azuma, you're given the illusion that the NPCs talk a lot, but it's more like they're robots that randomly pick from 30 responses no matter the time and place. NPCs have no schedule, no homes, no jobs (besides Takumi, Iroha and Yachiyo) and they don't even talk to each other. They're not townspeople part of a community. Every single NPC in GoA are lobotomized robots that wander and teleport around for no real rhyme or reason.

I don't think tri-ace was an AAA studio, but 20 years later and I haven't seen any other game where the town and NPCs in it had as much handcrafted life and personality as Radiata.
