Comparing things is how you decide what's strong, adding exclusions to that just makes it pointless.
90% of the time when people say "X is OP!" they have some combination of amber lens/cat hood/Gilbert at which point any AoE is good.

I feel UO would've greatly benefited from having an option to level scale the story to your completion % so you could do zones out of order without ending up over-leveling.
