They go hand-in-hand. The gacha model makes it so characters have to be as specifically appealing as possible design wise in order to get men to spend potentially thousands of dollars on them. It's like prostitution but with anime girls. Same with vtuber designs.
In contrast a normal JRPG, while certainly relying on its character designs and tropes, relies less on them because people are also largely playing the games for other elements that aren't gated behind paywalls or timegated resources meant to encourage daily logins rather than a fulfilling gameplay experience.
