I know that the star means highest luck but in that case I noticed it was slightly different because of the purple dotted background behind the fortune teller when it's usually just the purple star against the dark background.

I checked the wiki and I was right. It is different indeed and happens when you have the actual highest possible daily luck value.

The bat is not the lowest luck value, it's a skull.
