I think the new Glancing and Penetrating makes more sense than before
A glancing hit doesn't penetrate but it can damage outside components, like tracks, optics, guns, antenas, etc. This translates to the status effects for game mechanic purposes and those statuses have to be manually fixed by the crew. You are not actually pinning the crew inside the tank, you are blowing the tracks off, it's an abstraction
When you Penetrate you are actually doing permanent damage to the vehicle by killing the crew inside or destroying important components. The crew doesn't suffer the status effects because the functional parts are still holding and not everything gets a status because a guy or two have died
