I think Chaos occurs independently, but it takes someone like Discord to channel it as magic, quite different from pony magic. It's also possible to rig circumstances to accelerate chaos to occur "naturally" (such as setting Twilight up for tests), which is practically Discord's hobby. And I think he accidentally leaks this chaos magic when he gets emotional or sneezes. One comic had him accidentally cause chaos all over Ponyville while sleep-walking, even.
Pinkie is quite chaotic herself.
