The types of landless countries (according to dev shit) are;

Traditional EU nation.
>Army countries
Similar to above, but they are truly an army with a state; functions as a normal state for the most party, but if your army gets destroyed or too weakened it can shatter your nation into multiple pices.

Steppe hordes will be this sort of nation; kill their armies, bye bye horde. Probably how rebellions/civil wars will be handled.
>Extraterritorial Countries
You do not own land, you own buildings-or can have *subjects* that own lands. You have to keep the nation your stuff is in happy or you'll run into big trouble.

Assumedly these are mostly banks, Hanseatic League holdings, or holy orders. Confirmed BANK nations in the game are;

>Fuggers

Weirdly, it's confirmed that Japanese Daimos use the building-based country system at the start. Assumedly "Japan" will be a country and you'll be fighting other Daimyos within it while maintaining relations with the Emperor or Shogun or whatever
