I cut mine out of 1" medium density foam. For my hips I use a larger "Africa" pad and a smaller oval pad underneath it. I guess I could stick them together with some Super 77, but I haven't bothered. For my butt I use circular pads- two per cheek overlapping for a round butt or just the lower pad for a teardrop shaped behind (I only did that once. A round rear-end looks better on me.)
I've attached a pic someone shared here a while ago. I was intrigued by the idea of using a low-density memory foam over a high-density foam pad. It seems like it would crush down easier so you wouldn't need as tight of a compression layer. I like the idea but I haven't tried it.
Speaking of compression layer- I use three layers of pantyhose/tights with my pads- a loose, oversized pair of pantyhose that I can use to get the pads into position, a pair of support pantyhose to smooth everything down, and a pair of opaque tights over the top.
