no one is saying the equipment is cheap but once you have gained the technical knowledge and you are training more people in that knowledge you can redeploy it.
yes you would want to secure you facilities as it will cost treasure to rebuild but the US and Israel can delay or make more expensive the building of the nuclear bombs. they can not prevent it, that is my point.
