You can still see see the outline of people, even as they are walking. Look at the white outline on this guys shoes, it's clearly there.

The towbar, on the other hand, is obviously supposed to be in the area I showed but it is missing or blurred to the point that you cannot see it.

The towbar is static, the shoes are not.
