Guess it's another oversight of their system. I've got full transit and military access through france so I'm connected through the world market through them but I just fought piedmont for a port but it can't link me up back to the homeland.
At first I want to go for an easy target like lucca as a port but you also can't have military access to a country you don't border and modena is in the way.
This programming is spaghetti tier it's so annoying.
