Setsuna, one of the many children of the current emperor. She's young - but despite this, she's a celebrity and womanizer, a complete loose cannon that pretty much goes around sleeping with women and causing property damage. Nevertheless, her antics are tolerated because of her talent, and she has as many admirers as she does detractors, being highly capable and often spending disproportionate amounts of time to solve various problems affecting the people (read: women) around her, both trivial and major - and often in a very high profile and explosive way, which only adds to her notoriety.

Lucia is tasked with getting rid of her for reasons unknown to her, but Setsuna thwarts her assassination attempt and overpowers Lucia through her own set of dirty tricks. But as the authorities arrive, instead of having the woman who was sent to assassinate her arrested and executed, she turns around and instead offers protection under the pretense of a partnership. Agreeing to this out of pure self-preservation, Setsuna fights her way out with Lucia in her arms, dragging the disgraced noblewoman along with her antics while the fraught political situation of the nation unfolds around their relationship.
