The NV tribes do not conflict with the central ideas of Fallout because they're old-fashioned, in fact Caesar modeling his new society after something that he read that in his mind worked and would fit well in the current world is perfect for Fallout's central ideas and themes
Bethesda Fallout is essentially hard-stuck in the apocalypse and that's the problem. 'Real' Fallout has always been about trying to start new and inevitably being stuck in a loop as humanity ended up in it's current state because of war, and starting new just begets more war as it is as natural to humans as breathing (and war, war never changes)
Saying all of this as someone who played all of the games starting with 1 as a child and whose favorite game is still Fallout 3 (and who's trans btw)
