Some female NPCs in Hitman 1 and 2 still retain their visible panties (for instance the woman in the red dress in Whittleton Creek)
I don't think it was a deliberate choice, but more a consequence of the huge compression work they did for Hitman 3
Let's not forget that Hitman 2 with all levels up to this point was 140 fucking Gb
In Hitman 3, with all levels from the 3 seasons, was merely 65 Gb
