That's called professionalism. The community isn't complaining about cops routinely brutalizing random civilians. The side effect is criminals might feel comfortable doing whatever they want and the cops will have to act really nice in public. It's perceived of as being better than having that federal consent decree going on. Also, Los Angeles is literally going bankrupt from lawsuits, many of which are for corrupt cops being corrupt cops.
