Ultimately I think Kuroki's physical bulk is a tad higher, not to mention his body frame is a bit bigger (ie Waka vs Julius), speccing entirely into Devil Lance as a closer has made it specifically a degree deadlier than anything Doppo has and Kuroki's overall mental might he higher, so I'll give it to Kuroki but Sangan could arguably make it closer than KAT Agito
