The same should apply for Arcanine then given it's not entirely inspired on a dog, cats still have all 3 Meowth forms, 2 Meowstic, Purugly, Delcatty, which is a complete shitter, but it exists and Torracat Floragato are still very clearly based on house cats.
Dogs meanwhile have Houndoom, Stoutland, Mabostiff, Hountstone, Granbull, Smeargle, Furfrou, Daschbun, Lucario (I think it's vaguely based on a German Sheperd, could be a jackal, I dunno) Boltund and Okidogi, if you absolutely want to pretend Arcanine is purely based on a dog, sure, fine, it's here too.
Female Meowstic with Competitive still gets a MAX boost, dogs get flinched by a ton of Fake Outs, male Meowstic clicks Psychic Terrain, Expanding Force will kill every dog that isn't Houndoom and Mabostiff, Meowstic gets access to Fairy and Bug coverage, Perrserker hits like a truck even with all the Intimidates factored in with Close Combat. DOGS. STILL. LOSE.
