I'm implying that Ralsei is a Darkner specifically made up to be the Third Hero. Someone else was supposed to be it, but Kris (and maybe Carol or the Knight) "imagined" Ralsei as a substitute. Same way it seems that Noelle was supposed to be the second hero (hence why she can equip the Jingle Blade, why Susie's being set up so much to be so excited to be the Second Hero, etc.) but Susie was put into the place instead.
The conspiracy is highjacking the prophecy with their own chosen set of heroes, presumably in some attempt to protect whoever was supposed to be the real heroes (Noelle and maybe Asriel or something).
