I'd rather bet on her bumbling partner Melvin being the real NY Ripper and playing dumb while using his privileged intel on Claudette and the investigation as a whole to stay 2 steps ahead. That's also why he seems to want to discourage Claudette from obsessively thinking about the NY Ripper, because he knows she's smart (She most likely pulls out bullshit out of her ass thanks to her quirky autism powers because she basically read the script.)
