As a kid I just assumed Silph was basically pokemon's Capsule Corp. and invented the tech that lets you shrink and store stuff in pokeballs, which is probably what the original lore was going to be given that you find items in pokeballs in the overworld.
(Fun fact, I reached this conclusion as a kid without knowing what the fuck Capsule Corp. was since I never watched Dragon Ball)
